Mid/Southern Willamette Valley (Region 3) Planning Initiative ![]() Lane, Linn, Marion, Benton, Polk, and Yamhill counties On April 5, 2004, the Department of Homeland Security announced the release of $26 million in Pre-Disaster Mitigation Competitive (PDM-C) Grant Program funds to states, territories, and federally recognized tribes for pre-disaster mitigation activities. The grant program is a presidential initiative, administered by the Federal Emergency Management Agency, for pre-disaster mitigation planning and projects primarily addressing natural hazards.
In the fall of 2003, the Community Service Center’s Oregon Natural Hazards Workgroup (ONHW) at the University of Oregon partnered with the Department of Geology and Mineral Industries (DOGAMI), and the Mid/Southern Willamette Valley (Region 3) counties to develop a PDM-C grant proposal for the Mid/Southern Willamette Valley Region. The region consists of Marion, Polk, Yamhill, Linn, Benton, and Lane counties. Each county joined the Partners for Disaster Resistance & Resilience (Partnership) by signing (through their county commissions) a Memorandum of Understanding for this project.The Mid/Southern Willamette Valley Region grant was awarded to support the development of natural hazard mitigation plans for the region. The region’s planning initiative utilized the seven-step process along with technical resources developed by ONHW and the Partnership. Each of the region’s counties took part in ONHW’s quarterly training series. This series included trainings on organizing to prepare the plan, conducting community vulnerability assessments, developing goals and action items, and implementing the plan.
