Andre LeDuc Executive Director
LeDuc's primary research interest is in the intersection of the emergency management, natural sciences, land-use and public policy, and decision-making. These interests connect his academic and professional experiences in emergency management, environmental planning and policy, physical geography, community and regional planning, and organizational development. LeDuc has a nationally proven track record for working with emergency management professionals, academicians, and private sector representatives on diverse hazard related projects and policy issues at the local, state, and national levels. LeDuc also serves as the Director of the University of Oregon's Emergency Management Program, Region 10 Representative, Universities and Colleges Committee: International Association of Emergency Managers (IAEM), and Vice President of the Cascadia Region Earthquake Workgroup (CREW).

Krista Dillon Associate Director
Dillon’s research interests include natural hazard risk analysis; improving risk perception through public involvement, education, and outreach; creating more disaster resistant economies; and building local community capacity to address natural hazards issues. While a student at UO in 2002, Dillon was selected as one of two Community Planning Fellows with the Federal Emergency Management Agency. Dillon's research for the Fellowship focused on improving the natural hazard planning processes through the implementation of various public involvement techniques. Prior to returning to the CSC, Krista gained practical experience working for Continental Shelf Associates, Inc., in Jupiter, Florida where she worked on a number of natural hazard planning projects ranging from plan development to education and outreach campaigns to planner and emergency manager training programs.

Megan Findley Program Manager
Megan’s research interests include environmental management and conservation techniques, environmental psychology, and the incorporation of mitigation elements into existing plans and future designs. From October 2006 – August 2007, Megan served as a University of Oregon RARE Participant in La Grande, OR. During her stay in Eastern Oregon, Megan assisted Baker, Grant, Union and Wallowa Counties in developing a regional natural hazards mitigation plan. Prior to her service in RARE, Megan attended graduate school at the University of Virginia for urban and environmental planning. During her studies, she interned with a team of researchers studying the intersection of planning and public health. She also worked as an intern for the Albemarle County, VA planning department as an assistant to the principle design planner and architectural review board. In her spare time, Megan enjoys running, biking, and playing piano.

James B. Knight Community Assistance Liaison
Jim retired in 2003 from the Oregon Department of Land Conservation and Development (DLCD) after a career of 29 years. In the four years since leaving DLCD, he has engaged in a variety of part-time work and community volunteer activities in the areas of health care, literacy, education, conservation and disaster assistance. Other interests nclude seeking opportunities to help regain public support and understanding of Oregon's land use program, fostering relationships between Oregon's institutions of higher education and state and local agencies, and promoting mentoring and academic/career advising links between retired public employees with high school, undergraduate and graduate students. In his free time, Jim strives to stay in shape, and together with his wife Pat, enjoys traveling, cycling and tending to the upkeep of their small acreage in West Salem.

Dennis Olson Community Assistance Liaison
Olson retired in 2003 after 25 years as Umatilla County Planning Director and Emergency Management Director. He is now involved in natural hazard mitigation planning programs for the cities within Umatilla County, the Confederated Tribes of the Umatilla Indian Reservation and the NHWG Northeast Oregon NHMP Project. He is also a FEMA Disaster Assistance Employee and has worked on a number of federally-declared disasters, including Hurricanes Katrina and Rita. He is also the Disaster Response Coordinator for Oregon, Washington, Idaho, Montana and Alaska for the Seventh-day Adventist Church and works with other non-profit organizations on disaster-related programs. Olson has a master’s degree in geography from Portland State University and is especially interested in regional land use issues and natural hazards mitigation.

Gregoor Passchier Graduate Student - Research Intern
Gregoor is a second-year graduate student at the University of Oregon enrolled in a concurrent masters in Planning and Historic Preservation. He began working for the Partnership in October 2006, and is currently working with Jefferson County to develop a multi-jurisdictional natural hazard mitigation plan for Jefferson County and the incorporated cities of Madras, Culver, and Metolius. Prior to attending the University of Oregon, Gregoor worked as a participant in the University of Oregon's Resource Assistance for Rural Environments (RARE) program in the cities of Monmouth and Independence, working as a planning assistant. His interests lie in the fields of planning and historic preservation. In his spare time, Gregoor enjoys running, biking, and exploring new and interesting places.

Michael Rupp Community Assistance Liaison
Since retiring from Oregon’s Department of Land Conservation and Development (DLCD) after 20 years of working with natural resource and public policy issues involving Oregon’s rural environment, Michael Rupp has focused his attention on helping jurisdictions become better prepared to resist and respond to natural and man-made disasters. Since leaving DLCD, Rupp has worked for the Federal Emergency Management Agency’s (FEMA) Disaster Mitigation Division by helping administer the National Flood Insurance Program (NFIP) after disasters in Delaware, Washington, Florida and in the preparation and approval of natural hazard mitigation plans under the federal Disaster Mitigation Act of 2000 in Oregon, Texas and Washington. Michael has also worked for Oregon’s Natural Hazards Program, administered by DLCD, helping Oregon meet its annual NFIP obligations. Michael enjoyed teaching classes at the University of Oregon previously and again, looks forward to sharing his experiences in comprehensive planning, public policy development and project implementation within the university environment.
