Part 3: Hazard Chapters
The process of developing this plan and various related reports and studies has identified a number of actions that should be taken by state agencies to reduce vulnerability to natural hazards. The proposed actions outlined in these chapters identify lead agencies, support agencies, timelines, and resources committed or needed, which are expressed as a level of effort in full time equivalent (FTE) staff members. While costs are not estimated for this plan, $100,000 (in 2000 dollars) is a commonly used value for one FTE; it includes direct salary plus benefits, and overhead costs.
The capabilities of state agencies to engage in hazard mitigation may be limited by several things: legislative authority, budget, or other competing program priorities. These limitations need to be explored in connection with many of the action items to determine if the agencies' capabilities need to be increased to enable them to perform these hazard mitigation functions. The State NHMP is a non-regulatory document; the short and long-term actions in the Part III chapters are recommendations/suggestions, primarily to state agencies.
