Floods, wildfires, landslides, earthquakes, tsunamis, windstorms, and other such events are naturally occurring processes that will disrupt the lives of Oregonians. State policy is to learn from past natural hazard events, and apply this understanding to reduce the threat to people, property, and resources without further negative impacts to the environment. In February 2002, the Federal Emergency Management Agency (FEMA) published Interim Final Rule 44 CFR Part 201, which requires all states and communities to develop natural hazard mitigation plans by November 2004 in order to be eligible for certain hazard mitigation grant programs, and in the case of the states, to be eligible for certain categories of disaster assistance.
The State of Oregon's Natural Hazard Mitigation web based plan is an omnibus document, collecting the pertinent information from past plans and technical resourcesunder one website, thus making the document more accessible and dynamic. All of the resources work together to meet the criteria for the natural hazard mitigation plan.
This plan provides a clear opportunity to look to the future, and work cooperatively and creatively to mitigate future damage and threat to life. The followingis an index to the new plan.
